CITY OF MOYIE SPRINGS
MINUTES REGULAR MEETING OCTOBER 5, 2011
City Council met in regular
session October 5, 2011, at the Moyie Spring
City Hall.
The meeting was called to
order by Mayor Doug Evans.
Present were Councilmen Steve Economu,
Chad Farrens, Terry Johnson, City Attorney Dan
Featherston, Fire Chief Ken English and Public
Works Supervisor John Nelson.
Discussed the minutes of
the regular meeting on September 7, 2011.
A motion was made by Chad Farrens and
seconded by Terry Johnson to approve the minutes
as written.
Motion carried.
Discussed the financial
statement.
A motion was made by Steve Economu and
seconded by Chad Farrens to approve as written.
Motion carried.
Mike Sloan, Lila Finley,
Drexel Love, Lori Johnson, Bruce Behrman and
council candidates Doug Reoch and Bart Klaus
attended the meeting.
Mike Sloan, with EDC
attended the meeting.
Mike explained the Urban Renewal District
and explained the Lantern property, Idaho Forest
Group Mill Site and Fodge property are part of
the district.
Mike also said Super 1 will probably be
built on the Lantern property site.
Weather permitting, they will probably
start the site prep in Nov.
Discussed Geoff
Hollenbeck’s resignation from the council.
Mayor Evans read Geoff’s resignation
letter to the council and said since there are
only a couple months left before the city
election, he would not be appointing someone to
fill Geoff’s position.
Bruce Behrman attended the
meeting, at the council’s request, to discuss
water that was taken from the city for the Mud
Bog.
Bruce said Curley Creek Firemen, with his
truck, took water off of the Oxford meter
because George Elliott told them they couldn’t
get water off the hydrant in front of the city
hall.
Doug asked the council how they feel?
Steve Economu said since he got it off
the Oxford meter, it is metered.
Doug told Bruce Behrman not to do it
again and to inform Curley Creek the water they
get here is for fire use only.
Doug said the city has no problem selling
water and in the future Bruce is to get
permission before any water is taken.
Discussed the letter
Rosanne Smith put on newsbf.com and in the
Bonners Ferry Herald.
Sandy told the council she thought we
still needed the signed Request for Public
Records form before releasing any public records
and she did not know an e signature was legal in
Idaho.
If Rosanne would have said anything, she
would have checked with the city attorney and
given the records to Rosanne that she requested.
City Attorney Dan Featherston said there
is a
less chance of liability and damage by
acting the way Sandy did.
Sandy told the council the
Time Certificate she renewed at Mountain West
bank renewed for .7%.
Discussed investing with
TVI in Seattle.
The council decided not to invest with
TVI, and wait until after January 1, 2012 to see
what the interest rates do.
Discussed the ordinance
concerning council absences that was discussed
at a previous meeting.
Dan said the council needs to decide how
many consecutive meetings missed and exceptions.
Dan will draft an ordinance with blanks
for the numbers and send it to Sandy so she can
distribute it to the council to read before the
November 9th meeting.
Discussed the engagement
letter from Magnuson, McHugh for the 2010-11
audit.
A motion was made by Chad Farrens and
seconded by Terry Johnson authorizing Doug Evans
to sign the letter.
Motion carried.
Sandy asked the council
members & staff if they still want their Costco
cards.
They all said yes.
Doug was unable to attend
the KVRI meeting so there is no report.
Chad Farrens thanked Drexel
Love & Lila Finley for cleaning around the fire
hydrants and picking up garbage.
Doug told John Nelson to check on prices
for a mower to cut the weeds, along the road,
next year.

Fire Dept.
Ken English reported: August – 1st
– Ambulance Assist; 3rd LEPC meeting;
8th Accident; 9th – Gas
smell on Maple St.; 10th – Bonfire in
Rivers Mobile Home Park; 11th – Fire
call for smoke in Rivers Mobile Home Park; 17th
– Fire Chief’s meeting; 28th –
Bonfire in Rivers Mobile Home Park.
September – 7th – LEPC
meeting; 10th – extrication class; 21st
– ambulance assist; 27th – ambulance
assist.
Ken said he purchased the fire hose &
gloves that the council approved at the last
meeting – the hose cost $1475.00.
There will be a driver training course on
November 3 – 6 – 1 night in the classroom and
driving.
Ken said the gas pipeline between
Pritchard and Cataldo has a leak.
The pipeline originates in Texas.
The line was shut down this afternoon.
The line will be cleaned out and x-rayed
to see where the break is.
It will take about a month to get it
repaired.
This line crosses the Coeur d’Alene River
9 times.
Discussed the sawzall that
is missing from the fire shop.
Ken said he has no idea where it is, nor
how long it’s been missing.
Ken will check into it further.
Discussed the Water & Sewer
systems.
John Nelson reported for August we pumped
a high on the 23rd of 326,600 gpd; a
low on the 7th of 133,200 gpd; an
average of 248,900 gpd and a total for the month
of August of 7,715,900 gallons.
In September we pumped a high on the 10th
of 294,700 gpd; a low on the 28th of
104,000 gpd; an average of 183,933 gpd and a
total for the month of September of 5,518,000
gallons.
John said he removed the asphalt on East
Railroad St. and put down gravel.
John ordered 10T of cold mix at
$103.00/ton.
He will fix 2 road crossings and fill
holes in the Spring.
They are almost finished installing the
portion of the 8” waterline for this year – the
line just needs to be tested.
John said he will discontinue the 4” line
– they found waterlines they didn’t know were
there.
John said he needs to take a wastewater
course.
It’s an online course and costs $225.00.
He has put the plow on the truck for
winter and has hauled all the sand he needs.
Many, many loads of garbage were taken
off the Estaline Reader
property and there is still
more cleanup to do.
They will hopefully finish the cleanup on
October 16th.
John said he will meet with
Larry Comer next week to look at land for sewer.
Larry told John he talked to DEQ and they
suggested we stay out of both rivers because of
future regulations.
Lila Finley said Horizon
Landscape is making their property, at the
bottom of the Moyie Hill, look really nice.
Discussed the bills.

seconded by Terry Johnson to pay the bills.

Economu and seconded by Chad Farrens to adjourn.
